			<content:encoded><![CDATA[<p>The Texas legislature has added some new laws to the books concerning driving and the driving environment.  Here is a listing of some of those new changes.</p>
<p>• Per HB 90, drivers with hardship licenses will have these licenses suspended if convicted of two or more moving violations during a 12-month period.  Additionally, the Department of Public Safety may no longer issue a 60-day hardship license without proof of the completion of a drivers education course.</p>
<p>• Per HB 588, drivers with surcharges assessed by the Driver Responsibility Program will be able to pay  their entire three-year points violation fines in advance, rather than paying across all three years.</p>
<p>• Per HB 1148, the fee for a personal identification certificates will be waived for veterans who can verify honorable discharge and a service-related disability of at least 60%.</p>
<p>• Per HB 1514, veterans will receive a special designation on their drivers license upon submitting proof of military service and honorable discharge.</p>
<p>• Per HB 2851, surcharges assessed under the Driver Responsibility Program will be granted deferral to military personnel serving actively outside the U.S.  This deferral will remain in place for the duration of the individual’s deployment.</p>

<p><strong>The Instruction Permit</strong></p>
<p>This non photo license is issued to student drivers so that they may legally practice when accompanied by a licensed driver.  The licensed driver must be at least 21 years of age with one year of driving experience and must sit in the front seat beside the driver.  By law, this supervising driver cannot be asleep, intoxicated, or engaging in any activity that distracts them from their active supervision.</p>
<p>This permit can be issued to a student driver aged 15 or above and the fee is $5.00.</p>

<p><strong>The Graduated License</strong></p>
<p>Implemented January 1, 2002, the graduated license is a two phase program.  In phase one, drivers under 18 must hold an instruction permit or hardship license for a minimum of six months prior to application.</p>
<p>Once the GDL has been issued, the new driver is only allowed to drive was certain restrictions.  During the next six months, the driver can only have one passenger in the car under the age of 21 who is not a member of the drivers family.  Additionally, the driver cannot operate his vehicle between midnight and 5:00 AM unless the car is being used for a work or school related activity.</p>

			<content:encoded><![CDATA[<p>With its many military bases, servicemen are often transferred to Texas who have licenses that have been issued by other states.  As with any other new resident of Texas, these drivers must apply for a new license within 90 days of their arrival.</p>
<p>The steps to obtaining a Texas license are simple.  The license must be applied for in person at a Texas drivers license office.  At this point, the driver must surrender the rat of state license.  Upon doing so, the state will wait for written and driving examinations.  However, a vision test must still be successfully passed.    If during the process of the transfer the out-of-state license should expire, it becomes the responsibility of the driver to obtain documentation from the licensing state indicating that the license is still valid.</p>
<p>&nbsp;</p>
<p><strong>Fee Waiver for Disabled Veterans</strong></p>
<p>Disabled veterans may qualify for a new Texas license free of charge if they meet the following criteria.  The serviceman must have received an honorable discharge and has suffered a service-related disability of at least 60% for which he or she receives compensation.  This fee waiver is not extended to the application for a Texas Identification Card or a Texas Commercial Driver License, or CDL.</p>

<p>The state of Texas graciously grants drivers the privilege of dismissing one misdemeanor traffic ticket every 12 months by taking a defensive driving course.  This permission is extended if you meet the following requirements:</p>
<ul>
<li>You do not possess a Commercial Drivers License (CDL).</li>
<li>You enter a plea of guilty or nolo contendere.</li>
<li>If your offense was speeding, the speed must not have been more than 25 miles per hour over the posted speed limit.</li>
</ul>
<p>In most jurisdictions, the court or justice of the peace require ticketed drivers to contact them in advance of taking a defensive driving course.  If you are unsure about your municipality’s rules, it is best to check the first.  This simple step may prevent delays, added expense or an opportune are tea to retake the course.</p>
<p>Expect also to pay a fee to the court for the privilege of taking defensive driving.  This fee is established by the state.  These fees do not include the actual cost of the course.  Further, most court require that you obtain a copy of your driving record to ensure that you have not taken defensive driving in the prior 12 months.</p>

<p>Do you remember the first time you’ve got behind the wheel?  Think about all the things you have to think about just to get from point A to point B.  Your hands had to be at 10 o’clock and 2 o’clock, your mirrors adjusted, and you had to be sure to not press too softly on the gas or too firmly on the brake. Change the station?  There were too many other things to think about to realize that your car even had a radio!</p>
<p>But look at you now: steering with your knees, switching time between your cell phone and your cheeseburger, although while yelling at some idiot on talk radio. In your driver’s ed days, an 18 wheeler anywhere in your line of sight was enough to get you panicked. Now that big rig is just keeping you from getting where you need to be!</p>
<p><strong>Practice Doesn’t Always Make Perfect</strong></p>
<p>When it comes to our driving, instead of making is perfect, practice often makes us lazy and less attentive.  Many of the tasks that we do every day have become automatic through repetition and this includes driving.  With everyday tasks, a moment&#8217;s inattention might result in a minor inconvenience.  On the other hand, lose focus for a moment while driving and somebody winds up dead.</p>

<p><strong>Do What You Gotta Do</strong></p>
<p>For the safety of everyone in and outside of your car, do whatever it takes to keep your mind on the road.  Turn off the radio, the cell phone or even conversations inside the car if need be.  Remember, the focus you bring to the driving environment can save your life!</p>

<p>There are several ways to save money on your auto insurance.  Perhaps one of the easiest is to shop your policy around.  The insurance industry is a highly competitive one as indicated by the high number of commercials cutting of our favorite TV programs.  Curious if you’re putting too much?  Look around and find out.  The nice thing about this process is that many insurance companies and agencies will do rate comparisons for you.  To get the truest and least biased comparison, it may be best to choose an independent agent for this analysis.  It is also important that these comparisons be done on identical coverage so that the results reflect actual savings.</p>

<p>While many teens feel that getting a drivers license gives them license to do anything they want, this should not be the case.  As a parent, you were still in control of when and how your teen will use the family car.</p>

<p>Before even beginning driver training, have a talk with your teen.  Let them know up front what your expectations are of them as a driver.  Then, together, come up with a workable plan that addresses the many concerns that come with operating a motor vehicle.</p>

<p><strong>Things to Consider</strong></p>
<p>There are many things to be considered concerning the operation of a motor vehicle, many of which have never crossed the mind of your teen driver.  The following is a short list of things to discuss with your teen.</p>
<ol>
<li> <strong>What car will they drive?</strong>  Unless your teen will have a car of their own, they will be sharing one with you.  When will it be available?  Who will keep it filled with gas?  Will they need to help with the newly raised insurance premiums?</li>
<li><strong>How much will they get to drive?</strong>  Just because your teen has satisfied the behind the wheel requirement for drivers ed, it doesn’t mean that he or she is ready to be turned loose on the road with no more supervision.  During their driving school experience that they have a chance to drive it night?  In bad weather?  In heavy traffic?</li>
<li><strong>Where will they get to drive?</strong>  Here again, it is best that you decide where your teen will be taking your car.  Don’t allow them to drive just any where until they have proven responsible on roads of your choosing.</li>

<p><strong>Making the Contract</strong></p>
<p>Once you’ve discussed all of your concerns with your teen, create a written document of expectations that you can both agree to.  Make sure the agreement has clauses granting greater freedom with demonstrated responsibility and reduced privilege for failure to comply.</p>

<p>Avoiding an aggressive driver begins with a recognition.  Behaviors of aggressive drivers include running stop signs or red lights, speeding, tailgating, and weaving in and out of lanes.  While these may just be signs of someone who is careless and in a hurry, some drivers take aggression to a whole new level.  Drivers who scream, flash their lights, honk their horns and communicate with a variety of hand signals, are the ones of which to be the most worried because they are in the least control.</p>

<p><strong>What Should You Do?</strong></p>
<p>The best thing that you can do to keep yourself safe is to get away from the aggressive driver.  Do not attempt to compete with his aggression.  Avoid eye contact.  Ignore his “one fingered wave” and by no means return it.  If it is safe for you to do so, report the driver&#8217;s behavior to the appropriate authorities.  Be sure to include a vehicle description, location, direction of travel and, if possible, a license plate number.  If the driver is involved in an accident further down the road, pull ahead of safe distance and be willing to give an eyewitness account of his previous behavior.</p>
